Tierra Firme’s leadership has the strategic expertise, relationships, and resources required to successfully develop new unit train facilities. We have years of petroleum transportation logistics experience, finding and implementing innovative solutions to address market changes and demands.

Steve Strobel
CEO

Chief Executive Officer Mr. Strobel has been directing the design of state-of-the-art industrial facilities for more than 25 years. He started in the construction industry when he purchased Strobel Construction from his father in 1986. He has been working with clients in the oil industry for 17 years.

In addition to Tierra Firme, Mr. Strobel has successfully led Strobel Energy Group, Strobel Manufacturing, Strobel Construction, and Strobel Marketing Group.

Mr. Strobel has been actively involved in off-road racing since childhood. His competitive drive and passion to succeed have led him to become one of the top off-road trophy truck drivers. He is a consummate professional and is focused on succeeding in both racing and business.

He has served on several community boards, including the board of directors of the Timberlake Ranch Camp.

He and his wife Belinda have two children, Stephanie and Christian.

Belinda Strobel
Secretary and Treasurer

As Secretary and Treasurer, Belinda Strobel is responsible for the company’s overall financial activities. After starting her career in banking finance in 1990 in Nebraska, Ms. Strobel joined her husband working with the Strobel companies. Her experience also includes work with Strobel Energy Group Canada, Strobel Manufacturing and Strobel Marketing Group.

Ms. Strobel has served on several boards including the Nebraska Christian Foundation. She is a member of the Stewardship Committee at Heartland Evangelical Free Church. She also has been actively involved with her brother’s dirt track racing team, serving as his Crew Chief for more than 30 years.

She and her husband Steve have two children, Stephanie and Christian.

Matt Elsbury
Vice President

Matt Elsbury is responsible for developing client relations, estimating and monitoring job costs for various construction projects, and partnering with consultants to provide engineered solutions. During his tenure at Strobel Energy Group, he has diligently performed as a laborer, supervisor, construction manager, project manager and his current role as VP of Construction. Mr. Elsbury has successfully managed and completed commercial and industrial facilities.

Mr. Elsbury began his career in the construction industry more than eleven years ago with Starostka Group.

He and his wife Abby have three children, Lily, Hudson and Beckett.

Scott Vincent
Vice President, Environment, Health & Safety

Scott Vincent serves as Vice President of Environment, Health & Safety for Strobel Energy Group, providing staff training and EHS quality assurance, and serving as a technical resource to terminal managers. Armed with more than 25 years of experience in hazardous material management and transportation, Mr. Vincent is a qualified OSHA-outreach instructor, EPA-approved hazardous material instructor and FEMA Incident Commander. Additionally, he has completed the U.S. Department of Transportation Inter-modal Transportation of Hazardous Material Program.

Past work includes serving as Crude Oil Rail Terminal EHS Coordinator with EOG Corporation, EHS Director for Air Mail Facilities with the U.S. Postal Service, project manager on the Roundhouse Remediation for a confidential short-line railroad and as a Technical Specialist with Environmental Transportation Services, Inc.

He received his Bachelor’s degree from Oklahoma Baptist University and his Master’s from Northeastern University. He is a board certified Certified Industrial Hygienist (CIH) and Certified Safety Professional (CSP).

Jordan Dowdy
Director of Finance

As director of finance, Jordan Dowdy assists with all strategic, financial and risk management strategies including financial reporting, tax management, strategic planning and insurance coverages. Jordan received a Master’s degree in accounting and financial management from the University of Maryland University College. He is a licensed CPA in Nebraska, a licensed Chartered Global Management Accountant and has more than 10 years of experience in public accounting and the construction industry. Jordan is a member of the American Institute of Certified Public Accountants, Nebraska Society of CPAs and the Construction Financial Management Association.

Jordan and his wife April have two children, Madelynne and Samuel.

Heather Webb
Director of Human Resources

Heather Webb is responsible for Strobel Energy Group's global human resources strategy, which supports growth opportunities across the company. She plays an integral role in the company-wide leadership team.

Heather has more than nine years of experience in human resources, organizational development and benefits. Her expertise includes talent management, organizational development, employee benefits, training and development, and leadership and management coaching.

Heather is passionate about helping businesses make the most of their resources and talent and helping individuals make the most of their careers. She holds a Bachelor of Science degree in industrial and organizational psychology and a Master's degree in human resource development and holds several professional certificates. She is a member of the National Society of Human Resources Management (SHRM) and serves as the president-elect of a local SHRM chapter.

Heather has served on several boards including United Way. She is an Awana Leader at the Heartland Evangelical Free Church Awana Club and a volunteer in Promiseland at the same church. Heather and her husband, Marshall, have three children, Ruger, Beretta, and Heli.
